Inquiry:   I got a ticket for driving without a licence 12 years ago never paid it, but now what to learn to drive in ontario.  I now want to learn how to drive. Is that still on record? Or would it be gone since it was so long ago?

Response:  The unpaid fine is almost certainly still outstanding and will have caused your licence to be suspended.  I would recommend verifying the status of your licence with the MTO to be certain.  If the outstanding fine is the only reason that your licence is currently under suspension, you will need to pay whatever is currently owed to the Court and then contact the MTO to reinstate your licence.
