Answer: As the driver of the vehicle you are responsible for operating the vehicle within the law regardless of road conditions. However, as 23 km/h offence (3 demerit points) can usually be reduced down to a 0 demerit point lesser offence and may possibly be thrown out at court if a grounds can be found to do so.
