Inquiry:  Hey my boyfriend just got a “Failure to surrender license” ticket. A cop followed him down the street because his tail lights are blacked-out but didn’t pull him over. It wasn’t until my boyfriend had pulled into his driveway, turned off his car and got out that the cop pulled over and called him down to the bottom of the driveway. He then asked for his license, which wasn’t on him, so he got a ticket. But technically, he wasn’t even driving at the time and was on his own private property. Is this legal??? The cop didn’t even have his lights on until my boyfriend was out of his car! Any information would be appreciated. Thanks.
